Why would The Vatican fake a photo of Pope Paul VI with the Fatima seer, Lucy?

YOU REFUSED THAT GRACE

Paul VI did not go to Fatima to draw the attention of the world to the warnings from Heaven as revealed by Mary. No, he went there to substitute his own anthropocentric agenda which was, essentially, Masonic.

And that was just the impression you wished to give  : that you had been assured of the support of Heaven in your striving for the attainment of your Great Design, in your summoning of all men to build a new Peace, not by the only means recognised by our Catholic Faith – through prayer and penance – but through the new means revealed to you – Peace and Progress, or Populorum Progressio… You tried to make Heaven endorse your own infernal message, which you have been repeating over and over again since Manhattan, that peace is possible because men are good, that peace can be attained by the joint efforts of all men, under the direction of the international Judaeo-Masonic organisations. In your message the Cult of Man replaces that of God.

That is why the highlight of your visit was not a prayer to God but a strange, a scandalous Prayer to Men.

“ Yes, Peace is a gift of God, and presupposes the intervention of His action which is so good, so full of mercy, and so mysterious. But it is not necessarily a miraculous gift  ; it is a gift which accomplishes its wonders within the secret of men’s hearts  ; a gift which requires their free acceptance and their free co-operation. The revolution within the form of Catholicism that pre-dated the Second Vatican Council reached its triumphant moment in Fatima.

Pope Paul VI refused to meet with Lucy and he pretended God had revealed to him a new message in the place of the Message of Fatima.

Less than a week before Pope Blessed Paul VI refused the request of Sister Lucy to meet with him privately at Fatima, he publicly met with the mini-skirted, Claudia Cardinale, Gina Lollobrigida and America's own Batman, Adam West, inside Saint Peter's Basilica.

Looking back, one supposes those who claimed to be able to correctly read the signs of the times were spiritually blind when they thought it would be groovy to open the Church to the world not considering that, of course, the Prince of the World, Satan, would be tagging along.

Later, he-who-is-to-be-Canonised was constrained to lament that somehow Satan had slipped through the cracks and entered the Church.

Slipped through a crack?  

Hell man, ya'll opened the front door for him. Sure, it wasn't the Holy Door you opened in 1975, but it was the main door to St. Peter's.
